Cloak.Duration=75 would give the target unit the cloak ability for 75 frames (unless they already have it for longer than that).
Cloak.Duration=0 would give the target unit the cloak ability permanently.
Decloak.Duration=75 would remove 75 frames' worth of cloak life from the target unit.
Decloak.Duration=0 would remove the cloak ability from the target unit permenently.
Cloak.DecloakToFire=no - while under the effects of a limited cloak-life, the unit will not decloak whilst firing, regardless of the weapon fired.
This could also be attached to an any-weapon super weapon with a cellspread such that you have a Cloak superweapon (e.g. CellSpread=2, AffectsAllies=yes gives you a new 3x3 minor SW like the Iron Curtain).
