Allow AI to reconsider Superweapons

Original Request

If I attach a UnitDelivery Superweapon to a building, that building is considered as a superweapon building for the AI and the AI won't build it until late-game, while for example, Paradrop SWs have no effect on the AI's building list.

This should be controlled with a tag.

STEPS TO REPRODUCE

The attached rulesmd.ini has two UnitDelivery SW's and one Paradrop SW.

All are connected to the airports, but wile Tank Drop will be built, the others are won't.
