Naveen (Cray) - Put with signal API

• Added shmem_signal_wait_until API to proposal
  • Discussed how to get nonblocking “fetch” functionality (versus blocking wait)
  • Naveen suggested adding SHMEM_CMP_TRUE that acts as a nop comparison
  • Anshuman: should we add all separate wait/test APIs for signals?
  • Jim: Should we add just a fetch operation? Will this be clearer for users?
  • Update quiet/fence text to include put with signal
  • Update put with signal text to indicate that quiet/fence deal with the operation as a while (while respecting ordering between data and signal updates)
