Multiple Symmetric Heaps and Memory Handles

Motivation

Multiple symmetric heaps propose a design supporting additional symmetric heaps on OpenSHMEM and an alternate to Spaces (https://github.com/openshmem-org/specification/wiki/Memory-Spaces).
