This patch fixes loading of the station train car spawning block list. Unfortunately, the block list cannot be recovered automatically. That said, it may be possible to manually retrieve the block list from a previous save with the assistance of tools such as Unencrypted Save Game mod.

TracksHash- this causes the spawn block list to be reset whenever the tracks hash changes
- this is the same mechanism that causes the train cars and jobs to be reset across the valley during some game updates
- resetting the spawn block list will allow train cars and jobs to repopulate after game updates that change the track hash
