removed the 'I do not understand you!' messages

When there are multiple bots in group chats, the octoprint bot keeps spamming I do not understand you! 😖.

I don't like this solution: this means the bot will not provide any feedback in case you misspelt something and you don't know if the bot has received your message and decided not to interpret it or the message didn't reach your bot.

Can you provide this as a configurable option defaulting to sending the 'I don not understand you' message?

Telegram auto completes commands, so I don't think that's an issue though.

I will not accept this PR as some are not in group and doesn't dislike the bot to answer but I'll add an option to disable the answer in the next version.
