How do I enable debug logging?

In the Settings panel select the Logging entry and add the Telegram Plugin entries setting all of them to the DEBUG level:

octoprint.plugins.telegram
octoprint.plugins.telegram.TCMD
octoprint.plugins.telegram.TMSG

Additionally, in the Telegram Plugin entry, enable the DEBUG logging level
