Submit project details for new project

Description

Add details for the project to the project form, to include project validation

Acceptance criteria

• Is behind Feature Flag Feature Flag for New Projects #1242
• The "New Project" form contains the fields associated with project information
• Fields have validators that must pass before the "submit" button is enabled
• Pressing "submit" sends form to the API endpoint Create New Project in CRM #1246
