Tidy defaulting of OpticalFlow type default

... by moving the defaulting out into hwdef or HAL equivalent.

• F412 only set for skyviper journey
• the HAL_SPI define not used in tree.
• set the bebop default in linux.h as that's where we currently set all of this stuff for Linux boards
