Reverts #4073
This PR is a revert of a revert. When we deployed v3386, we experienced an issue resolving secrets that appeared, so we merged a revert of the previous PR which contained a handful of security bumps. We were unable to identify how any of those bumps could have caused the issue, and when we tested it again, we found the issue was resolved. We now believe it was caused by a transitory connection issue with one or more of our secret backends that happened to coincide with our deploy. This PR reapplies those security bumps and is equivalent to v3386.
