WIP feature list:

• Zk friendly censuses (to support anonymous voting)
• Non-blocking census creation and publication (async)
• Support for basic strategies to create censuses (for example 'ANT' OR ('ETH' AND 'BTC')).
• Support for create censuses using token holders from specific block number (not only from token creation)
• Improve de code base and increase the service stability and reliability.
