Description of changes

This PR adds sector splits for Samara FIR.
Following sectors added:

  • West (UWWW_W_CTR);
  • East (UWWW_E_CTR);
  • Kazan (UWWW_N_CTR);
  • Saratov (UWWW_SW_CTR);
  • Orenburg (UWWW_SE_CTR).

Reason and motivation

Due to high workload that overwhelms every major Samara FIR events, splits are used every event (and sometimes even outside of events due to high traffic and amount of local aerodromes CTR has to cover). Pilot experience will greatly improve when they know which frequency to select when coming from uncontrolled FIR or when standing on ground without local ATC.
