Description:

This PR adds a configuration to run "wave-only" experiments with external, varying atmosphere, ocean, and sea ice boundary conditions within the coupled UFS framework. This may be useful for 1) sensitivity experiments to isolate coupling feedbacks, 2) spin-up of the wave component, or 3) computationally cheaper wave-focused simulations.

Note: Draft PR as still need ORT and evaluation
