Help with archiving PipelineWise component repos

PipelineWise for a while now is not considering the open-source community when making code changes. To further simplify in-Wise maintanance of the code, we are consolidating the various component codebases into the main codebase.

To give open-source users notice, we want to add a notice to each repo before archiving the repo. Unfortunately, most of the repos are in a terrible state and permissions are a mess.

Acceptance Criteria:
Following PRs are merged (in whatever forceful way possible) and the repos archived

The approval(s) from louis-pie do(es)n't fullfill the approvers requirements because:

• The approver's cost centre, ENGPLA, maps to the PLATFORM business function. As the code that was changed is owned by ENGINEERING, this approval won't satisfy our separation of duties check.
