There's been a long-standing issue in Sway about hide_cursor's behavior, here are people complaining about it:

Its broken behavior is even mentioned in the manpages!
KDE Plasma has also recently added a cursor hide timeout to their compositor, and does not deactivate the pointer while hidden.
