In Civilizer, a Panel is a rectangular layout containing Fragments.
Civilizer has a maximum of 3 Panels. (See Figure 1 below)

The main purposes of Panels are :
- To show two or more Fragments simultaneously on the same screen.
- Thus, to greatly reduce the needs to go back and forth across the pages.
- And to greatly help you when you need to review many Fragments at once.
For instance, you can manage a maximum of 3 categories of Fragments simultaneously as follows:
- On Panel 0, you can view or edit Fragments from a specific search phrase.
- On Panel 1, you can view other related Fragments for a reference purpose.
- On Panel 2, you can view results from another related search phrase.
Clicking each Panel Toggle Button on the header will toggle each Panel.

Also each Panel has its Panel Toolbar which is always visible at the bottom of it. You can quickly access functionalities related to the Panel via the toolbar menus.
And each Panel has its own scroll bar so scrolling one Panel doesn't affect the other Panels.
