Draft PR with init configuration.
There is no
pytest-covplugin configs as well as options related to it. Also there is nomarkersoption because idk which one we need.In this PR I want to set up tox to run pytest and basic test infra.
Further steps from #35 I will add in another PR.
Pls check what I have for now and let me know what should I change and what else we need.
