This has changed due to the new name of the elasticache instance.
This was needed to properly migrate the existing metabase EBS volume to the new cluster/PVC.
This IAM role and policy only applies to the *EBS driver*, not both the EBS and EFS drivers as the name suggests.
This switches the management of the webhook handler DB credential secret to Terraform, so that we can directly reference the needed values from TF state instead of hardcoding a sealed secret
This reverts commit 91907bd.
