This PR replaces the CLI with a new implementation based on cloning git templates.

todo

  • Do proper semver >= check
  • Update template repo locations
  • Update package.json
  • Update CONTRIBUTING.md
  • Update MAINTAINERS.md
  • Verify unit tests
  • Verify publish/changesets config
  • Verify licenses
