reader has been removed from backend-common. this is just a temporary hack to get CI to pass so that we can move to the next PR where we switch to the new backend

i'm separating this from the next PR where we will transition to the new backend and update awards-backend to be on the new backend system. this way we do a patch release of our packages rather than a major for all (since our multi release is not so smart)
