What it solves

Counterfactual Safes cannot batch txs with the deployment anymore.

This PR disables swaps, staking and Safe apps for counterfactual Safes.

How to test it

• Create a new Safe on multiple networks
• Observe Apps / Staking and swaps being disabled with a tooltip
