Replace roc-lang.org with WIP site #6004

This PR

  • Updates www/ bash scripts www/build.sh and www/build-dev-local.sh to replace the roc-lang.org site with the contents of WIP site
  • Removes generate_tutorial as this is replaced by WIP site
  • Removes www/public/repl as this is replaced by WIP site
  • Adds www/content/repl/index.md which generates new web REPL using the same navbar and styles as site
  • Rename #homepage-repl-container to #repl-container as this is used for web REPLs on / and /repl routes

@Anton-4 @rtfeldman this PR doesn't include the current changes to WIP site that haven't yet merged on #6002. I should have probably started from that PR as a base. I'm not 100% on the best way to resolve any merge conflicts (now I am have the files) with this branch, I can manually apply those changes maybe?

I can resolve merge conflicts as I go; I think I'll have another few PRs this weekend.
