related to #185 if sail support is waived, is spike required?

Yes, we should support CLIC mode in spike.

spike clic implementation should include DTS entry. moving issue #91 to here.

remove inaccurate DTS entry from CLIC spec.

AIA and PLIC specs do not contain DTS entries. However, Spike model does.  appending this DTS entry issue spike issue #242 
Closing.  Removing inaccurate DTS entry currently in the CLIC spec.

spike support is not required for ratification. Adding label post-v1.0 to indicate this will be done in ecosystem phase and is not gating ratification.
