feat(x/data/v3/client): add generate-iri command

The same code as #2190 but applied to main and the changes in data/v3.

• compare the code with feat(x/data/v2/client)!: add generate-iri command #2190 and look at its review instructions
• manually check that the commands work the same way when building against main
