Adding bypass feature for ShadowSocks #15

This PR is adding the bypass feature for ShadowSocks v1_preview implementation.
By using this feature, SS will be acting like a plain relay.

Are there any notes/guide for code review? Like what are implemented and which file(s) should be the focus.

(The changes are massive and I am a bit lost on where to start)

Yeah, the changes are mainly in this commit, where the others are matching the v0plus branch and some minor bug fixes.
