Tag the code prior to removing virtualbox builds from windows

Taking the opportunity to remove some virtual box scripts from the windows/packer builds.
Creating a tag to allow retrieval of the old scripts in the event that we want to re-introduce this.

Virtual box/Vagrant builds for windows haven't been done for nearly 2 years and will need substantial re-work to get them building again.
