Safari SVG bounds bug

Discovered in phetsims/forces-and-motion-basics#310 (comment), Safari (but not chrome) shrinks the svg image within its bounding box incorrectly:

We confirmed the artboard bounds, the svg width/height and viewbox, and could not get Safari to render it to the correct scale.

Please note the SVG has been converted to PNG in forces and motion basics, so you will need to recover the SVG to reproduce this problem.

We have been using SVGs in many places, including this sim, and haven't had this issue (that I'm aware of). Is there something special about the rope?
