Show proposal creation progress bar at the beginning of the flow

Is your feature request related to a problem? Please describe.
The proposal creation flow right now assumes that users already understand what the flow entails. However, because there isn't an onboarding process, most users start the proposal creation flow blind.

It can be quite disorientating such as having the "review" stage after setting up the txs especially since the "summary" makes up 90% of the proposal.

Describe the solution you'd like

• Display a list of proposal creation stages
• Add a description for each stage (this can be placed at the top left corner)
• Potential UI
