No onboarding experience for first-time proposers.

Describe the solution you'd like

Check if the connected address has submitted a proposal before
If no, then show a simple onboarding stage where they see the overview of the creation flow (refer to the image in Show proposal creation progress bar at the beginning of the flow #404 )
