Upgrade: Update runtime image on main based on the commit id: 2c69d58

Description

Upgrade: Update runtime image on main based on the commit id: 2c69d58
As code-flare version change, updating the runtime images as well.

Merge criteria:

  • The commits are squashed in a cohesive manner and have meaningful messages.
  • Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
  • The developer has manually tested the changes and verified that the changes work

Hi @harshad16 is there a way for the tags, as they appear in Elyra GUI, to also refer to the tag from quay.io behind the digest, i.e. runtime-pytorch-ubi8-python-3.8-2023b-20240202-2c69d58? More than just datascience in the tags array, I mean.

That way, users could infer back the actual tag in quay.io from the digest.
