set the workbench-image-recommended anno to false for 2023.1

Description

Related-to: #373

In ODH 2.2 upgrade to 2.4 + version, the recommend-tag annotation shows up for 2023.2 and 2023.1.
The 2023.1 would not have the recommended tag with the annotation set to false.

How Has This Been Tested?

  1. On a cluster, which was upgrade to 2.4 , mark the recommended annotation to false.

Merge criteria:

  • The commits are squashed in a cohesive manner and have meaningful messages.
  • Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
  • The developer has manually tested the changes and verified that the changes work

LGTM, maybe we should assign the recommended = false also for the 1.2 images... but probably not necessary.

as we never had that annotation for that tag, including it would be necessary.
also we hide it now in 2.5 , so more reason not to do it.
