Upgrade CI and prebuild to cu118

Motivation

1. Update Dockerfile to cuda-11.8, tensorrt-8.6, ort-1.15.1
2. Update prebuild to cuda-11.8
3. Add prebuilt wheel for python-3.11(need to upgrade pybind)
4. update regression tests and documents
