VTC Fall 2016 corrected code

This release documents the code used to perform the experiments for our VTC Fall 2016 paper. Please note that this release is for archiving purposes only; our more recent work is all based on recent versions of veins (4.6 upwards). I recommend not using this code for anything other than reproducing our earlier results.
