Sometimes testing without optimizations can surface issues so we add an unoptimized test run for aarch64-darwin since since tests run fast on that platform. Also updates github actions to v4 to silence warnings.
Updates github actions from v3 to v4 to silence Node.js 16 actions deprecation messages.
