fn dav1d_decode_frame_init: Cleanup part 1 (#438)

I cleaned up a large chunk of this already, but it's getting very long,
and there's some more cross-cutting changes I want to make before
finishing cleaning this up, like `c_int` ABI-compatible `bool` and
`usize`-wrappers and some changes to the memory allocation functions.
