What ❔
Upgrade JS hardhat-zksync plugins to latest versions.
Why ❔
Older version of this plugins can be easily rate-limited via github. We have a lot of fails in CI caused by this problems. New versions have a lot of possible issues fixed, which will result in better CI stability.
