Add scenario testing framework, initial test

Related to #4017

This adds tests for the code in #4021, and sets up a framework for scenario testing.

Run the tests with the new run_api_tests.sh script in a root window, one that has docker permissions, or using sudo.

Technical details

I'm going to leave this as a draft so @Anish9901 and I can discuss. If we decide to proceed, we should add this into the CI testing matrix pipeline.
