v2.4.0-rc1: Minor release candidadte 2.4.0-rc1

1) Add FOFB controller module
2) Add RTM LAMP contoller module
3) Fix acquisition module bug when more than END_CHAN_ID
    channels are used, removing the need to keep the software
    and gateware fully in synch.
