Blizzard Bot ❄️

Introducing some new functionality to Snowed in Ithaca for the winter! Snowed in Ithaca now indexes all NOAA historical records for the given day to report on the day's snowfall record in addition to the most recent snow. The switch to a CSV for data also fixes some API-related bugs that meant Snowed in Ithaca wasn't tweeting as often as it should have been.
