.github/zephyr: do not create tarballs in github builds

Github artifact store allows to download packages already, so no need to create tarballs in these builds. Also this avoids problems comparing Windows and Linux builds as due to handling of symbolic links, the resulting tarball are not comparable. Signed-off-by: Kai Vehmanen <[email protected]>
