Downgrade regex dependency in docs

mkdocs-material reverted a dependency bump on their side without any explanation in 4f6b21379. To fix the build, downgrade to the last regex version from 2022. See: squidfunk/mkdocs-material@4f6b213 Signed-off-by: Tom Wieczorek <[email protected]>
