refactor the process of KF based estimation with visual odometry

Details

Please explain the contribution of this PR in detail.

  • refactor the transform from the world frame to the orgin frame of vo/vio
  • refactor the process for velocity to the reference frame
  • add static tf frome the world frame to the vo origin frame
