What this PR does / why we need it
in my case, the
/var/jenkins_home/casc_configs/jcasc-default-config.yamlfile was not cleaned after the initialization success. while I haveinitializeOnce: trueandconfigAutoReload.enabled: falsein myvalues.yaml, I expected the Jenkins config-as-code plugin wouldn't update the configures after rebooting the Jenkins instance.Which issue this PR fixes
