[connector/datadog] Add container tags (open-telemetry#31642)

**Description:** 
Customers can now set container tags on stats payload computed in DD
connector.

sample collector config:
```
  datadog/connector:
    traces:
      resource_attributes_as_container_tags:
        - "k8s.pod.name"
        - "cloud.availability_zone"
```
