A recent change in the AWS PHP SDK broke ListUploads with an explcit endpoint URL. Using the V2 version of the method solves the problem and the returned results are compatible with the previous version. See: aws/aws-sdk-php#2575 See: humanmade/altis-local-server#542

You may add it to the list if you consider it safe. ``` This commit allows composer/installers to run by adding it to the safe list.
