What this PR does / why we need it:
A user emailed the Grafana docs address today:
"Currently, Promtail can tail logs from two sources: local log files and the systemd journal (on AMD64 machines only)."

This is contrary to following pull request that has been released with 2.8.0 (2023-04-04): #8131"
