  3. misc: remove static mode and special flow binary 

    This commit removes static mode from cmd/grafana-agent and replaces it
to act as cmd/grafana-agent-flow did. (cmd/grafana-agent-flow is then
removed).

System packages for cmd/grafana-agent have been replaced with the system
packages for cmd/grafana-agent-flow.
