greenboot: add feature to disable healthchecks

Addresses #119. Allows users to specify healthchecks
to be skipped via a DISABLED_HEALTHCHECKS variable
in greenboot.conf. Skipped healthchecks will be
reflected with an appropriate message in the logs.
