- review the project scope as per https://uncefact.unece.org/display/uncefactpublic/Cross+border+Inter-ledger+exchange+for+Preferential+CoO+using+Blockchain

- discuss resource needs for project contribution
Apologies in advance for anyone joining from Americas. Most participants on this project are from Asia or Europe so those timezones have taken preference.
- 10 Attendees from AU, CN, SG, IN, and CA
- Steve Capell (SC) briefly walked through Scope
- RY Kay (SG) asked whether Certificate of Non-Manipulation should be added. SC suggested that the project could certainly consider them under the existing scope which references "other related documents" and so there's no need to formally change the project scope statement.
- Steve Capell (AU) briefly walked through Principles and requested review and feedback. Feedback can be provided wither via the slack channel or by raising a Github ticket. The team had no initial objections or additions to the principles.
- Dr Wang (CN) described an ongoing UNESCAP Meeting on cross border trade. The ICL project was discussed and some work has progressed on the proposed CoO data model.
- SC committed to review the model. Accordingly, A Github issue has been created - contains the model and the action to reconcile with UN/CEFACt CCL to inform a first draft CoO Specification
- Mr Khan (IN) commented that an APEC sub group is also looking at cross border exchange via blockchain and he has recommended to them that they may wish to participate in our ICL project. Action on Mr Khan to communicate contact details to SC.
- It was agreed that these project calls will continue every two weeks, each second Tuesday at 7:00am UTC. However SC mentioned that it is important to maintain momentum through active participation via the edi3 icl channel.
