Interface for application data exchange from verein360 to entitlementcard api

inital meeting Verein 360:

• A high-visibility go-live is scheduled for March 12, 2025.
• public plan will enable implementation and access to our API interface.
• communication will be done via email, Confluence, Jira and Biweekly Meetings
• API Specifications will be delivered by us by the end of November, inculding endpoint where to get region ids, structure of the graphql mutation, and api-token generation explanation
